What is the Oceanside Village Initiative ("OVI")?
The OVI is a proposal to organize the "Village" area of unincorporated Oceanside as an independent municipality under Oregon law. Doing so would equip "Oceanside Village" with the legal authority and funding necessary to defend our livability and preserve our coastal village character. Our steering group is a coalition of concerned residents, property owners and short-term rental operators who came together to explore whether Villagers are interested in pursuing this option, and what they would like to see come out of it. To that end, we will continuously update the information on this website in response to your feedback.
What are the goals of the Initiative?

Repair and maintain our local roads with lodging taxes paid by visitors to the Village's short-term rentals.
Tillamook County currently collects more than $500,000 a year in fees and lodging taxes (TLT) from visitors to the STRs in Oceanside Village. Incorporating would enable us to retain those funds for use locally, including to pave our neglected roads.

Adopt local development standards to preserve and protect our Village character.
Past efforts to tailor Oceanside Village's zoning rules for our unique setting have run up against Tillamook's County's "one-size-fits-all" approach. As an independent city, we could focus on local priorities.

Collaborate with our 100+ Village short-term rentals owners in joint efforts to protect livability in our neighborhoods.
Some county STR rules make little sense for the Village and actually impede problem solving. An incorporated Oceanside Village could craft local rules and enable residents and local STRs to solve problems together.

Provide Village emergency preparedness volunteers with resources they deserve.
For years, dedicated volunteers have
worked to equip and supply local disaster relief facilities aided only by private donations and scarce grants. Oceanside Village could provide reliable funding from TLT revenues.

Why now?
The Village area of Oceanside has been an unincorporated community under county governance for over 100 years. Click below for a discussion of why now might be an opportune time to finally organize as an independent city.
Can we afford it?
State law requires incorporation petitioners to draft an "Economic Feasibility Statement" with a hypothetical budget for the new city's start-up years. We've posted a working draft for your review and will continue to revise it in response to your feedback and suggestions.
